It can be the unloader valve at the back of the pressure switch or the straight connect under that ( make sure the airline going into this is pushed in all the way and is secure) It also maybe the pressure switch itself has a crack and is leaking (on the first and last need a new switch). Or it could be a bad check valve.( most likely one of the first two).
