The CAP instruction is now part of the Advancement Manual. Refer to BUPERS INSTRUCTION 1430.16F (ADVANCEMENT MANUAL FOR ENLISTED PERSONNEL OF THE U.S.NAVY AND U.S. NAVY RESERVE). This instruction cancels out BUPERS Inst 1430.17F.
