Matt 25:31-46 is not a resurrection of individuals. The subject is the judgment of Gentile nations who will be living at the time of the Lord's return to earth.

Matt 25:31-33
31 When the Son of man shall come in His glory, and all the holy angels with Him, then shall He sit upon the throne of His glory:
32 And before Him shall be gathered all nations: and He shall separate them one from another, as a shepherd divideth his sheep from his goats:
33 And He shall set the sheep on His right hand, but the goats on the left.

Israel is not included in this judgment because the nation of Israel will once again be His chosen nation and therefore will not be reckoned among the Gentile nations. Also, the basis of this judgment is how each of these nations have treated Israel.

Matt 25:40
And the King shall answer and say unto them, Verily I say unto you, Inasmuch as ye have done it unto the least of THESE MY BRETHREN, ye have done it to Me.

The righteous nations who trust in Him and are friends to Israel will have part in the inheritance of the millennial kingdom. Matt 25:34, "Then shall the King say unto them on His right hand, Come, ye blessed of My Father, inherit the kingdom prepared for you from the foundation of the world"

Those nations who have been enemies of Israel will be ruled with a rod of iron. This will fulfill the prophecy of Psalms 2:8-12.

Joel 3:2...12-13 (read through to 21)
I will gather all nations, and will bring them down into the valley of Jehoshaphat, and will plead with them there for My People and for My heritage Israel, whom they have scattered among the nations, and parted My land...Let the heathen be wakened, and come up to the valley of Jehoshaphat: for there will I sit to judge all the heathen round about. Put ye in the sickle, for the harvest is ripe: come, get you down; for the press is full, the fats overflow; for their wickedness is great.

Isaiah 66:14-16
...and the hand of the Lord shall be known toward His servants, and His indignation upon His enemies.For, behold, the Lord will come with fire, and with His chariots like a whirlwind, to render His anger with fury, and His rebuke with flames of fire. For by fire and by His sword will the Lord plead with all flesh: and the slain of the Lord shall be many.

Compare Isaiah 66 with Matthew 25:46. "Everlasting punishment" is death.

Rev 19:15
And out of His mouth goeth a sharp sword, that with it He should smite the nations: and He shall rule them with a rod of iron: and He treadeth the winepress of the fierceness and wrath of Almighty God.

This is not the great white throne of judgment. This is punishment meted out upon the enemies of Israel.
