WHATS THE HOLD UP? The 1989 granting of permissions for an ice rink on Richmond Old Deerpark was altered for new applications by Kim Wilkie's 'Landscape Strategy'. The granting of planning for Sainsburys on the Gasworks stopped an alternative application by Chelverton on The Deerpark carpark. The Deerpark carpark superstore acted as a stalking horse and was used by Phillip Wealthy, Richmond's planning officer, as The Council's preferred alternative to a superstore on the gasworks in his evidence before the gaswork's Public Inquiry Inspector, Terence Kemman-Lane. This was 1997 and Crown Estates were aware of the proposals. When was Kim Wilkie instructed ? His instructions could not have been ' tell us what is suitable' but ' ban everything because we nearly got landed with a superstore with Council backing'. It wasn't and isn't reasonable advice on land use. In these circumstances 'The Strategy' was biased against something like an ice rink, a beneficial public use, BY ACCIDENT, in its attempt to stop commercial exploitation, like a superstore. The connection between Old Deer Park, The Gasworks, Sainsburys, Crown Estates and the Planning Inquiry Decision by a Government which had just received £2 million funding from David Sainsbury was established at this point. The Gasworks Planning Inquiry was in two parts and between these two parts the evidence changed. 'The Alternative Use ' of The Gasworks evidence Richmond Council failed to produce as a deliberate act and were fined £37,000. The only 'alternative use-reason no. 4', was provided in evidence at The Public Inqiry by me, and was for an ice rink. Richard Meacock.
