Is the spouse a military member, a foreign national, an american citizen???
How newly aquired is this spouse and are the orders fro overseas or in the states?
You should go to your PSD and Admin personnel to ensure everything is set up correctly for the situation. If all these items are good to go, then the spouse flies with the military member "free" under orders.
