Great question! The particle board can be sealed using a product like KILZ or similar type of roll on sealer. Installing an underlayment may add height issues that could be a concern at the toilet or doorway transition.
The Quiet Warmth heated underlayment is a great choice and very easy to install. When you have an area that is not covered by the heated mat you install a pad thats the same hieght as Quiet Warmth only not heated, I believe it's called ultra layer. This way there is a smooth transition from the heated mat to the rest of the floor.
