Yes, in this case the function of the insole would be to lessen the slipping of the foot forward in the shoe. Simple slippage may not always constitute shearing, as shearing implies that the outer portion of the skin moves at a different rate of speed than the deeper portion, causing an abrasion or contusion of the skin, but an anti-shearing insole would generally reduce simple slippage from inertial forces. The first consideration is a properly fitted shoe (both too long and too short as well as a foot shape unsuited for the particular last can be a problem), then minimizing any slippage.
