The first reasonable thing to do, and the one thing which you probably will not do, would be to stop the running until a diagnosis is made and the problem is hopefully resolve. To do otherwise is to bury your head in the sand and to be a co-conspirator in your problem.

But if you want some sort of information here, you have to be far more specific in regard to the description of your problem. Such as . .

Describe the pain . . sharp, dull, electrical, throbbing, persistent, episodic?

When did you first notice it, and was there any event with which you can associate it?

How has it progressed?

How long after you stop running does the pain go away?

Have you tried anything for the pain . . what was it, and what were the results.

Is the area of discomfort at the apex of the arch and on the top of the foot or somewhere else.

Does your use of the word "irritation" mean simply that the area becomes painful or that there is some physical contact or rubbing at the site, perhaps evidences by redness, scratches, impression of lace eyelets, etc.?

Is there any swelling in the area of concern? Is there any bony protrusion or mass . . if either, describe it. If a mass, is it hard or soft and is it mobile?

When you mention, "push down on your foot" do you mean with your hand or simply pushing with your body weight?
