My suggestion would be DNA test at 23andme and Ancestry, just by chance you find someone close.
Next without knowing the family circumstances, it is possible the mother may have immigrated to the US at a later date. So I would search Facebook. Access to Facebook is free in the Philippines and you might get lucky and find cousins on FB.
You could get lucky if she posted on one of the adoption pages on Facebook.
Also request FOIA freedom of information act his immigration records from USCIS. It takes a couple months to get the CD. It will contain a release letter from the mother giving up her son. It will contain her name and address and his at time of adoption. just in case you are not sure of his birth name.
I think it should be fairly easy to track someone down in the Philippines. My wife is from there and they are very social and word spreads quick.
