I just read your post and wondered, have you registered with the State of Missouri? Siblings now have rights in Missouri through the Adoption Information Registry. Here is the link:

Scroll down and click on Adult Sibling Registration Form. Complete, print and mail to Jefferson City. (I would make a copy in case it gets lost in the mail.)
