I just read your post and am wondering, has your BIL found his bio grandparents? It's been 3 years since you posted.
If not, has he done DNA testing at Ancestry DNA and uploaded to GEDmatch, FTDNA and MyHeritage?
The state of Missouri has an Adoption Registry now and Adoptees can get their original birth certificates.
