I would like to suggest shortening the overall process.
Perhaps a weekend at one of our local public courses can bring the field down to the final 16. Ex: Honey Run

Follow that with another weekend at a plush country club to determine the overall winner. Ex: Country Club of York

In summary, two weekends to determine the Champion.
