The Utility Grid is an interesting animal. Your idea makes perfect sense and is definitely doable. I have begged to put power on the grid for years. They just dont want to do it. The problem is that ASPA managers (GM / Board) arent comfortable enough with giving up any part of that grid to anyone they dont directly control. Lots factors come into play with their comfort zone. They are mandated to maintain grid integrity. By allowing someone else they dont really control 100% to connect too it, they feel a sense of insecurity. That feeling stems from their lack of real grid operations knowledge. Crazy to say that I know. But in a public meeting held about a year and half ago relating to grid ties by private sector, the GM (Mike Keyser "Lawyer" ) and his engineer tried to argue that allowing an IPP (Independent Power Producer) access to the grid with greater than 30kw potential output puts the grid in jeopardy if several of them all went off line at the same time. That statement was so absurd that I had to take the mic. That argument probably would have flown over the average intelligent citizen but Power is my business. What happened during that exchange of Q&A was disturbing. ASPA tried to defend its position with completely ridicules comments. What was clear to me was despite there dog and pony show publically appearing with GM and Chief engineer titles, they were completely unprepared and perhaps unqualified to field any real questions. I dont think they ever expected someone to be there that had a clue.

For the record, previous GM Mike Keyser was a hard working intelligent man. Dedicated and great personality. But he was a lawyer in charge of a Utility with no previous back ground in the area of Power and grid work. It would be the same if a utility power guy with no legal experience tried to walk in the court room and be a trial lawyer. (Completely ridicules but thats what ASPA did. So Keyser relied heavily on advise from his engineers and other staff to guard him on his decisions. (Again, as a trial lawyer, you cant be advised all the way through the process. You have to know what your doing to be in charge. You cant be the top guy and be advised on everything because you know nothing.) That weakness revealed its self when the Tsunami hit and the GM fled the island at first opportunity.

A baker can be the chief mechanic of your car a long as your car doesnt need fixing. And a Mechanic can be a chef as long as you have no important dinner guests. But when its time to put your skills to the test, you want the right man for the right job. The ASPA Board of Directors has not done well with that since Abe left.

I am continuing my efforts to put power on the grid. I will make it happen. But its an up hill battle with ASPA.
