Corruption is not a Samoan culture matter as you stated. It is a personal choice of ”an individual”. A selfish person to benefit himself over people he has promised to represent and help. Yes, we seem to have many selfish elected officials. But their actions are not supported by the culture. Therefore is an act of individual selfishness. Not a cultural issue although it does have an impact on cultural image.
The Governor is NOT a spiritual leader NOR a cultural leader. He is a manager of public resources. He takes direction for the elected representatives (The voice of the people). He is given rules, laws and a budget to work with by the Senate. He has a work force and guidelines to operate with. The Governor is nothing more than the soldier (General) and his staff (the sharp edge of the sword). The FONO tells him what to do. It is his job to get it done. I don’t know how it can be any different and be effective. But our Governor thinks he is a king and not accountable to anyone. That is going to change. And no one can stop that change from happening. I would like to be the one taking charge of that change.
