I found Welch's argument in his book "In Heavenly Places". The discussion begins (page 43 heading: "The Threefold Charter of the Church - 'before the foundation of the world'") with his explanation of the word "foundation" from Eph. 1:4. This word in Greek is "katabole" which actually means "overthrow".
Eph. 1:4 speaks of our particular election "before the foundation (katabole) of the world (cosmos)". Cosmos in the Old Testament is the word "tsaba" or host as in Gen. 2:1 and other enlightening OT passages.
So the questions are asked, Who are the overthrown hosts from the OT? Welch's position - heavenly occupants before the "katabole". And how do they relate to the "fulness" of Christ which also has an heavenly position to occupy?
This argument appears to apply to the ones called to the "heavenly places" after Acts 28:28. I believe the full picture must also account for Welch's particular argument.
