Hi Chris , no one will be able to disprove the Perfect tense in Rom 1:1 , because it is Past Action with continuing present RESULTS .
The Greek word APOHORIZO can only be translated by those three words , SEPARATED , BOUNDRIES or by LIMITED .
1) Paul was separated to the gospel and the boundries were set and was LIMITED to only preach the Gospel of the Grace of God 1 Cor 9:17 .

When was this revelation given to Paul? It was given during his imprisonment at Rome, and described in the epistles written whilst a prisoner of Christ - namely Ephesians, Philippians, Colossians, 1 and 2 Timothy, Titus and Philemon.
His meeting with Ephesian elders in Acts 20, when he was on his way to that imprisonment, reveal the content of his ministry to that date, and it did not include the Mystery for it had not yet been revealed to him.
