Hello Derek, Yes my point and question wasn't very clear, so let me restate it for you. What I am wondering is why we use the statement of proof and doctrine, the Lo ammi prophecy by Hosea.
For the Lo ammi condition was fullfilled much earliear than Acts 28:28. Lets take a search and see attitude with this and Look at what we state as truth.

1) the prophecy of Hosea, which makes it clear that at some time in their history, Israel must go into a state indicated by the word, "lo-ammi," "not My people," a condition that could only be resolved by the full restoration of Israel as a nation and people, in other words, the restoring again of the kingdom to Israel, as expressed in Acts 1:6.
~~~~~~~~~~~~~~~~~A) It is true that from this standpoint of when it is written that Israel must and will go in to a Lo Ammi position. But the most important fact in this prophecy is who God is talking about. Lets look at the first prophecy, Jezreel, to enable us to get the full context from the beginning. Isn't it so that the name Jezreel meant a prophecy. 1:4 And the LORD said unto him, Call his name Jezreel; for yet a little while, and I will avenge the blood of Jezreel upon the house of Jehu, and will cause to cease the kingdom of the house of Israel. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~I) In reading theis passage of Hosea 1:4 it makes it clear that it is the HOUSE of Israel will cease to be a kingdom.~~~~~~~~~~~~~~~~~~~~~~~~~~~~II) And it also shows that this will be a past even in a short while.
~~~~~~~~~~~~~~~~~~~B) Now lets look at the next prophecy, Loruhamah. What is connected with this pophecy? 1:6 And she conceived again, and bare a daughter. And God said unto him, Call her name Loruhamah: for I will no more have mercy upon the house of Israel; but I will utterly take them away. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ I) Its again very clear that God will not have no more mercy upon the HOUSE of Israel, and will Utterly take them away. We can not say this is all Israel can we? ~~~~~~~~~~~~~~~~II) I think we find the answer in the very next verse. 1:7 But I will have mercy upon the house of Judah, and will save them by the LORD their God, and will not save them by bow, nor by sword, nor by battle, by horses, nor by horsemen. But I will have mercy upon the HOUSE of Judah. This should answer it.
~~~~~~~~~~~~~~~~~~~C) Now lets look at the prophecy that we put forward, Loammi: for ye are not my people, and I will not be your God.1:10 Yet the number of the children of Israel shall be as the sand of the sea, which cannot be measured nor numbered; and it shall come to pass, that in the place where it was said unto them, Ye are not my people, there it shall be said unto them, Ye are the sons of the living God. And in conclusion God says 1:11 Then shall the children of Judah and the children of Israel be gathered together, and appoint themselves one head, and they shall come up out of the land: for great shall be the day of Jezreel. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~I) Here God is speaking of the House of Israel as well, for as with the former prophecys they concerned the HOUSE of Israel, and were seperate from the HOUSE of Judah. The House of Israel will become not my people, and He will not be there God.~~~~~~~~~~~~~~~~~~~~~~II) But yet even when they are not His, the number of the children of Israel will be as the sand of the sea, even now, and we just don't know who they are for they were not Jews, they were un-godly. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~III) Notice that it tells us that in the place where it was said Ye are not my people it will be said the Ye are the sons of the living God. Are we then to say that Rome, where we put forward the filling of this prophecy, is the place where it will be said Ye are the sons of the Living God. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~IV) Then when the HOUSE of Israel is told this, the children of (the HOUSE) Judah and the children of (the HOUSE) of Israel will be gathered together, and no longer be seperate, but have one Head, and they will come up out of the land.
2) There is no other point of time in the record of the New Testament that fits all the requirementsof Hosea's prophecy before Acts 28,
~~~~~~~~~~~~~~~~~~~~A) I don't understand fully this statement. Why is it concluded that it must be of the time of record of the New Testament. This was fully done, as it was written, by God to the HOUSE of Israel well before the New Testament was being litterally viewed.~~~~~~~~~~~~~~~~~~~~~~~~~~I) Now It would be a good time to say that at the beginning of the covenant Marriage the entire clan was considered the House of Israel. David became their King, after Saul, then his Son sat on the Throne. But soon after the House of Israel was split, and ruled in Two seperate Kingdoms, one being the northern called the Israel which was ten tribes, but even prior to this seperation of Kingdoms they were considered seperate ( see Second Samual) . The other, the southern Kingdom and it was made up of really 3 tribes and was called Judah, and was refured to as the HOUSE of Judah. ~~~~~~~~~~~~~~~~~~II) The full compliment of these three prophecies, Jezreel, Loruhamah, and Lo ammi was fully completed after the days of Jeroboam the son of Joash King OF Israel, who was called Jeroboam II. 2 Kings 17:23 Until the LORD removed Israel out of his sight, as he had said by all his servants the prophets. So was Israel carried away out of their own land to Assyria unto this day. This was truly done, in seperate parts, and we can read the whole story in 2 Kings. Israel, the house of, was removed and seperated in to seperate parts of the kingdom of Assyria and was replaced 2 Kings 17:24 And the king of Assyria brought [men] from Babylon, and from Cuthah, and from Ava, and from Hamath, and from Sepharvaim, and placed[them] in the cities of Samaria instead of the children of Israel: and they possessed Samaria, and dwelt in the cities thereof. This verse used just as a small example. With this "The children of Israel shall abide many days without a KING, and without a PRINCE and without a SACRIFICE, and without an IMAGE, and without an EPHOD, and without TERAPHIM." This being the House of Israel, not the House of Judah. The House of Judah did not, as it was prophecized become seperated from God. (Therefore the LORD was very angry with Israel, and removed them out of his sight: there was Kings 17:18 none left but the tribe of Judah only).
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~III) Even in this fullfilment, not all the HOUSE of Israel became Lo ammi. Just the un-godly, those who were not un-godly simply left the northern Kingdom for the southern Kingdom. And for an example of this:
Amos
7:7 Thus he shewed me: and, behold, the LORD stood upon a wall made by a plumbline, with a plumbline in his hand. 7:8 And the LORD said unto me, Amos, what seest thou? And I
said, A plumbline. Then said the LORD, Behold, I will set a plumbline in the midst of my people Israel: I will not again pass by them any more:7:9 And the high places of Isaac shall be desolate, and the sanctuaries of Israel shall be laid waste; and I will rise against the house of
Jeroboam with the sword. 7:10 Then Amaziah the priest of Bethel sent to Jeroboam king of Israel, saying, Amos hath conspired against thee in the midst of the house of Israel: the land is not able to bear all his words. 7:11 For thus Amos saith, Jeroboam shall die by the sword, and Israel shall surely be led away captive out of their own land.
7:12 Also Amaziah said unto Amos, O thou seer, go, flee thee away into the land of Judah, and there eat bread, and prophesy there
Isreal, the House of, Lost all its identity, and the House of Judah did not. And Israel will not be restored till they come under one head. Fullfilment of Hebrews, Hosea, and Jeremiah. You see Judah was never to go in to a Lo ammi condition in prophecy. But we should be listening to Pual. Wouldn't it be more true by using the wisdom spoken by the Holy Ghost and promote the prophecy of Isaiah, that he personally uses, than to use Hosea as a foudation for this period of mystery and rejection and setting aside? 28:25 And when they agreed not among themselves, they departed, after that Paul had spoken one word, Well spake the Holy Ghost by Esaias the prophet unto our fathers, 28:26 Saying, Go unto this people, and say, Hearing ye shall hear, and shall not understand; and seeing ye shall see, and not perceive: 28:27 For the heart of this people is waxed gross, and their ears are dull of hearing, and their eyes have they closed; lest they should see with their eyes, and hear with their ears, and understand with their heart, and should be converted, and I should heal them.

Can we really overide what the Holy Ghost said it was, and replace it with what we say it is? Hosea, the prophet for the northern kingdom was not about Acts 28:28 but was about the House of Israel and it's Lo ammi period. We should be looking at the prophecies by Isaiah who is from the southern kingdom and is still around today. As the Holy Ghost plainly put before us.
For as in the southern kingdom, and as Hosea had propheting names of his children, This was also happening with his friend Isaiah. Isaiah, also, had two boys. Their names are jaw-breakers to pronounce, but they mean something. The younger boy's name was Shearjashub, which means"a remnant shall return." That was God's promise to Judah that even though they were taken into captivity, a remnant would come back. The older boy's name was Mahershalalhashbaz. Mahershalalhashbaz means "haste to the prey" or "haste to the spoil," and it was God's prophetic way of telling the nation that they were in deep trouble. But he also comforted them with the words "a remnant shall return." And this being true, God has always had a remnant, and I suspect even today this is true.
So is Hosea our prophet, like is Peter our Apostle?
