Shipmates, the intent of MILPERSMAN 1160-020 was to STOP some of the flexible reenlistment ceremonies that were being conducted in the fleet and beyond. I.E Civilian Clothes, Conducted in Bars, Civilians reading the oath, and yes enlisted personnel reading the oath. The MILPERSMAN article now clearly states that The reenlisting member can select a commissioned officer of any branch of service, retired, or on active duty, to administer the oath.
