I don't recall that there was a Navy-Wide requirement, though individual commands may have it set up that way for simplicity.
Looking in NAVPERS 15878K (20 APR 2009) - CAREER COUNSELOR HANDBOOK, I'm not seeing mention of such a requirement, only that for accessing some of the programs one's e-mail address must be from a .mil domain.
