Although you might be merely experiencing bursitis of the great toe joint, most painful and non-painful restriction of range of dorsi-flexion of the great toe occurs for several other reasons, but it would be unusual for there to be pain on walking and not running.

The condition itself is generally known as hallux limitus, and can be resultant from osteoarthritis of the great toe joint where the articular cartilage has been eroded, or where there are bony blocks, often due to osteoarthritic proliferations, or due to an abnormally high-riding head of the first metatarsal head, or an overly compressed joint. If you suspect a fracture, have a simple x-ray done, but I doubt that's the case.

If your condition is caused by bursitis of the joint, a local corticosteroid injection may help the symptoms, but not necessarily the underlying cause. The other types of scenarios I have covered frequently require surgeries of various types to re-establish improved or normal joint motion range.

But you need a hands-on diagnosis to determine your actual diagnosis and the most prudent course of action. I would recommend that you cease running until you see a podiatrist.
