A truly soft mass which is movable under the skin is generally some sort of tumor. Not to get excited by the word, "tumor." The word actually means "swelling,"

Benign tumors are the most common. One of the more common soft, moveable benign tumors is a lipoma, or a growth consisting of fatty tissue. Then there are fibrous tumors, which are generally more compact, more firm and because they are frequently more adherent to adjacent tissue, may be less mobile.

n addition thare are many other forms of benign masses. Some bursal sacs, especially if not completely filled can be somewhat soft and moveable. Bursal sacs are generally thought to be the result of the body's attempt to protect, by cushioning, an area of irritation, and this is the sort of mass which one would frequently expect to see adjacent to a bunion bump.

Ganglionic cysts, which are jelly-like filled, membrane surrounded cysts arising from the peritendon are frequently moveable, but generally quite hard to the touch.

Probably least likely is some sort of malignant tumor, but any abnormal growth should certainly be inspected by a qualified doctor.

Treatment, of course would be diagnosis-dependent. It's urgency determined by the type of growth, the pain or lack thereof, the deformity it creates and the patient's wishes
