I think that a second opinion is in order for two reasons. First of all, if your description is accurate in every respect, you have not described the typical symptoms of plantar fasciitis, and secondly, you have serious reservation about your doctor's diagnosis. This veritably begs for a second opinion. I would definitely advise you get one, and certainly not submit to any surgery before you are comfortable with the idea.
