There are several factors i need to consider before deciding which might contribute to your problems:
1) how old are your new balance shoes
2) how far or how often do you walk ?
3) any trauma induced to that area?
Otherwise, at the moment , I reckon it might be plantar fasciitis-means inflammation of the plantar fascia.
It would be wise to see a podiatrist for further assessment of your condition. Do bring your footwear along when you see him/her for consultation then.
