Hi, as long as you say that everything else is ok, and he is just aggressive when you rollerblade and towards other dogs then try this:
First: you must show him who the boss is,get him into a submissive position ( legs up ,upside down, and hold him down by the neck, stand on top of him, don't let him get over or up and he will look at you, make him look away and you keep looking at him in defiance untill again he looks away and accepts to be submissive..With this you will exert/show him you are in charge/leader and he must follow/listen to your commands.
Second:start by walking him and make sure he obeys all your commands while walking and doesn't get distracted, nor stops without you stopping, nor try to pull you in a direction you are not going..This means you have total control of him while you walk him.
Third: Now,try practicing with a friend, having another dog while you rollerblade, apply all the exercises I mentioned before to remind him you are in charge and you decide if that other dog is "bothering us" ( if you say heel, and he doesn't listen or he tries to pull you in different directions and doesn't listen try the first step and then back in your rollerblades and try again.
Remember they are very keen, and pick up in your senses..you must BELIEVE you are in charge and he will not get his way, so you may transmit that energy to him.
Hopes it helps
Thanks,
