I hear ya and we all think the same way you do, when it comes to the trout. It has gotten better in the last couple of years, but the dam is still operated by the Army, and they have a certain way of doing things, and flood control is their primary concern.
We did a temperature study in 2007. We saw about a 5-6 degree increase in temperature from the dam to 52 bridge at minimum flow. So if we are seeing 58 degree water now, the end of the river might be 64-65 degrees.
My suggestion is carry a thermometer with you and if you find the water to be above 68 or 70, move upstream to a better spot. I know you have the trout's best interest in mind.
