I had this question right when this MPM article came out so I called PERS-81 who was listed as the responsible code for that article.
I spoke to a LT (Jones or Johnson??) and was told that it doesn't need to state an enlisted person cannot deliver the oath, since it already clearly states it has to be delivered by a commissioned officer, active or retired.
