Forced Conversions are really tricky right now due to the Force Shaping Measures going on. Typically you will have your Sailor pick about 5 rates and when you submit the 1306 then they have options to work with at the ECM level.
The other major thing is that if your Sailor doesn't get picked up by those 5 Rates then they will ask the rest of the ECM's if they want him. The worst case scenario is that dependent on the reasoning of the Forced Conversion their is a slight chance of separation. That's worst case of course.
Just Remember if the Sailor warrants a strong CO Recommendation then make it awesome.
