No doubt your posting is out of the frustration and concern of not knowing why you hurt, but even if Internet forums such as this could provide a valid diagnostic service (which they do not and can not) all your have said is:
1. You are not sleeping well
2. You have a "charley horse" in your foot (a term generally reserved for a cramping in the major muscles of the leg)
3. You feel like your tendons and muscles have shrunk (whatever that feels like)

You have not said:
1. How and when your problem began and how long it has persisted.
2. What you have tried to mitigate it and what results you have had.
3. What, if anything, makes it better of worse

Pam, that is simply not good enough or clear enough to give anyone any kind of adequate picture of your situation. DO see your foot doctor, but before you see do, you would be well-advised to try to get your thoughts together, make a clear list of symptoms and stop with analogies which are not likely to mean anything to anyone else but you.

Once you obtained a professional diagnosis, feel free to write back for a possible discussion of the general features and treatment of such a condition, but not with the expectation of receiving information which necessarily bears on your individual situation. This, and sites like it, are for general information, and are not replacements for a hands-on evaluation or a visit to one's doctor.
