In another life I worked in a biochem lab and made all my developers from scratch. The difference is that I had easy access to all of the chemicals I needed and the equipment to prepare them easily and safely. I know it's not that hard to brew your own, but working at my kitchen sink I much prefer liquid developers...
Homebrew would be a last resort if nothing else were available.

I suppose it will also depend upon how exotic the required components turn out as well, but it might not be too difficult.
I had a visit from a former student who had an advanced degree in photography, and he had enough chemistry to adjust or compound a number of developers.
Could be a good subject for a book by Roger? But I have not researched what is out there at present. My good friend Jan from Berlin seems to know many of the formulas through research.
He also tells me that many older formulas were made available in the former Eastern block countries??
