Understanding the importance of EQ would help teenage foster children immensely to become advocates for themselves and to be able to ask for help when services run out at age 18. An absolute crime, as far as I am concerned. That is an outdated age; in today's culture, an 18 year-old is not an adult nor is he/she able to amke decisions like an adult.
