I see nothing wrong with doing a "engine running" flush as long as: you have the correct flushing attachments (you MUST have and use the plug attachment along with the hose attachment or "earmuffs" as we like to call them. I highly recommend that you monitor your water pressure and engine temp during this flushing. Use full pressure on your hose.
Do not "rev" the engine...just let it idle.
As for which is better, a running flush or a static flush, either, if done properly is sufficient. The static flush is certainly easier.(and you don't make any noise or burn any gas or make any fumes that might offend somebody).
